Torus welcomes the first residents to Hallbrook Gardens in Standish
16 October 2025
Hallbrook Gardens is a brand-new £32m development in Standish, Wigan.
Delivered by Torus, the development provides a total of 155 new homes, including 71 available through affordable rent, 50 through Shared Ownership, and 34 through Rent to Buy.
The first 47 homes are complete, with the full development to be finished by Spring 2026.
Responding to housing needs and demand, Hallbrook Gardens features a variety of house types including bungalows, mews homes, semi-detached and detached properties. The development includes extensive landscaping, a play area, pond and woodland space to enhance biodiversity and provide green open space for the new community.
While transforming former brownfield land into new homes on the project, Bolton-based construction company Seddon has partnered with local subcontractors and engaged 16 apprentices to upskill new workers.
Chris Bowen, Managing Director of Torus Developments, stated:
"Today marks a huge milestone for Torus as we welcome our first residents in Standish. We are delighted to be joined by Wigan Council and councillors, Homes England, and our development contractor, Seddon, to celebrate the launch of a brilliant scheme that provides much-needed affordable housing for Standish.
"With funding and the support of Homes England and the Greater Manchester Combined Authority, we have transformed a former industrial site into a sustainable neighbourhood, providing high-quality homes for life."
In attendance, Cllr Susan Gambles, Portfolio Holder for Housing and Welfare at Wigan Council added:
“It is fantastic to see this estate take shape, delivered by Torus with 100% affordable housing including shared ownership, rent to buy and affordable rent.
“It is a priority for us as a Council to enable more homes to be built in our borough, in the right place and the right price for local people, working with developers and partners as well as building our own.
“This promises to be a brilliant new community and I look forward to watching it come to life as people and families move in and make it their home.”
Peter Jackson, Managing Director from Seddon Housing Partnerships said:
“Seddon are proud to support our valued customer, Torus Developments in the delivery of much needed affordable homes at Hallbrook Gardens in Standish.
"It’s wonderful to see the first residents moving in, as we continue our construction activity to complete all 155 mixed tenure, multi-occupancy properties in the Spring of 2026.
We’re also delighted to be able to offer a number of young people apprenticeships throughout this project and continue our social value activity which will help enhance the life chances of local people across the Wigan Borough.”
Over the last year, Torus has developed 260 affordable new homes across Wigan Borough. Hallbrook Gardens joins the programme to form part of Torus’ growing affordable housing new-build programme in the Borough, which will see a further 293 new homes delivered in the next three years.
